Scope and legal context
Regulation (EU) No 813/2013 covers specified space heaters and combination heaters. Delegated Regulation (EU) No 811/2013 also addresses relevant packages. Boiler, heat-pump and cogeneration technologies use different performance inputs; a component’s rated efficiency is not a complete seasonal space-heating or package assessment.
Status and transition
Read the ecodesign and energy-label capacity boundaries separately. Combination-heater and package claims require the applicable additional calculations; a boiler or heat-pump report does not establish all package values.
Questions for the product review
- Which heater technology, rated output and heat-delivery arrangement apply?
- For heat pumps, which climate and temperature application underlie the declaration?
- Does a combination heater also require a separate water-heating assessment?
Evidence to examine
- Preserve the rated and part-load performance, auxiliary consumption and control assumptions used in seasonal calculations.
- Relate heat-pump test points to the declared source, sink temperature and operating limits.
- Keep package calculations traceable to the supplied heater, controls, solar devices and other relevant components.
