Owner and application of these rules
The Institute of European Standards and Quality (IESQ), a Swiss association with UID CHE-467.092.061, owns and administers the BEYOND EUROPEAN STANDARDS AWARD. These rules, the assessment method and applicable product schedule form the programme conditions. They apply to direct applications, nominations and research-led cases. English is the controlling programme language.
The Award is issued by IESQ in its own capacity. Registration as an association does not constitute EU designation, accreditation or recognition of this Award by a regulator. Applicable legal rights and mandatory product obligations remain in force.
Product scope and conditions
Recognition is limited to the exact model, configuration and intended use listed in the issued record. The applicant establishes authority and supplies accurate, complete evidence. All applicable mandatory requirements and the baseline checks fixed for the assessment must be satisfied. At least one relevant core characteristic, selected under the published schedule before technical review, must show a demonstrable margin against an applicable European requirement. Compliance alone does not qualify.
There is one Award level, without scores, ranking or votes. IESQ does not alter European standard limits. It determines the evidence and decision arrangements for this Award and publishes the method used.
Evidence and applicant obligations
Supply complete reports, scope and competence information, model correspondence, legal documents where applicable and adverse findings relevant to the assessment. Permit independent checks with the issuer. Declare representatives and relevant commercial relationships. Respond to clarification requests, retain prior versions and identify changes. The applicant is responsible for rights to submit documents and authorise the public information.
An upload or receipt is not acceptance of the evidence. IESQ may decline or close a case where authenticity, competence, authority or scope cannot be established, and will state the reason. Deliberate falsification or a concealed material failure prevents a favourable decision.
Review, impartiality and decision
The technical reviewer and the person making the final decision must be different authorised individuals. Their competence and appointment must cover the work. They declare relationships involving ownership, employment, consultancy, agency, personal interests or other relevant benefits. An unresolved conflict prevents participation. An appeal is handled by a person not involved in the challenged review or decision.
Persons involved may not accept gifts, benefits or remuneration contingent on a favourable outcome. Commercial staff, applicants, sponsors and members cannot override technical findings. The file retains findings, questions, reasons, declarations and the identity and authority of each decision-maker.
Free programme and external services
IESQ charges no fees for scope and eligibility enquiries, nomination, application, evidence examination, clarification, technical review, decisions, public registration, electronic certificates, mark licensing, corrections, changes, renewal, complaints or appeals. There is no paid priority service, membership condition, paid Award tier or compulsory promotional purchase.
Applicants choose and pay for external testing, translation, notarisation, legalisation and certification services where necessary. IESQ does not designate an exclusive laboratory, require a particular agent or receive referral commission. External expenditure does not create a right to recognition. Donations, sponsorship, procurement and other financial support confer no assessment or decision rights. Any programme funding or relevant support is recorded with its interests and conditions; a source is described publicly only where factually established.
Timing, notices and appeal
Receipt is recorded on submission. The initial completeness target is five working days; the technical review and decision target is 20 working days after the file is complete. Targets are not a promise of a favourable decision. A longer examination is explained in the case notice. Required clarification normally allows 30 calendar days; a documented extension may be requested. Working days exclude weekends and public holidays at the programme's Swiss place of administration.
Formal notices are retained in the private workspace. Applicants monitor their cases and keep contact details current. Notification dates, the basis for any closure and deadlines are recorded. A free appeal may be submitted within 30 calendar days after receipt of a decision. Acknowledgement is targeted within five working days and an outcome within 30 working days of a complete appeal file, with reasons for any extension. Service complaints and mark reports follow their dedicated routes.
Issue, validity and renewal
A favourable decision is followed by approval of the public information, registration, an electronic certificate and a mark licence. The validity period is one year from the issue date, with the stated anniversary expiry date exclusive. A leap-day issue reaches its anniversary on 28 February where the next year has no 29 February. The current record governs status.
Renewal may be requested from 60 calendar days before expiry. It examines continued model correspondence, current criteria, changes and existing report applicability and identifies additional evidence where needed. Renewal is free. No automatic extension applies while an application or appeal is pending.
Change, suspension and withdrawal
Holders promptly report changes to the product, critical materials and components, software, production, intended use, legal identity and other facts affecting the conclusion. They report relevant safety incidents, recalls, restrictions and adverse evidence without delay. IESQ examines the effect on the accepted scope and may maintain, amend, suspend or withdraw it with recorded reasons.
Suspension or withdrawal may also follow fraud, concealed information, an unresolved significant risk or persistent misuse. An urgent protective suspension can take effect while information is examined; the holder receives the reasons and an opportunity to respond. Expiry is distinct from withdrawal. Historic records and status changes remain identifiable. The holder stops or corrects affected claims as required.
Information, confidentiality and retention
The case file is used for eligibility, evidence examination, decisions, record maintenance, complaints and appeals. Access is restricted by role and case credentials. Public information is limited to the authorised holder and product identity, accepted scope, evidence summary, dates, status and record history. Full reports, private contact details and confidential commercial information are not public by default and are not sold. Information may be shared with an issuer for verification, an authorised reviewer for the case or an authority where required, using the relevant safeguards.
Unsubmitted drafts are retained for 90 days after their last update. Closed applications without an Award are retained for two years for questions and appeals. Award evidence, decisions and associated correspondence are retained for six years after expiry or withdrawal, unless a documented legal hold or necessary extension applies. Public verification history is retained to identify issued records and their status; personal details are minimised. Applicants can raise access or correction requests through the privacy contact. The workspace access key is a confidential credential; loss is handled through a documented identity and authority check.
Claims, limitations and responsibility
Use the mark only under the current record and mark rules. The Award identifies conclusions about the assessed evidence and product scope. It is not a blanket guarantee, product ranking, personal recommendation, factory management-system certificate or replacement for required registration, conformity assessment, CE marking where applicable, or market access. It does not remove the responsibilities of a manufacturer, importer, distributor or holder.
The meaning and limits of each finding remain with it. These programme conditions do not exclude non-excludable legal obligations or consumer rights. Questions about service conduct, a decision or misleading use follow their corresponding procedures.
Standards changes and rule revisions
Each decision retains the edition and rule version on which it was made. IESQ reviews changes to legal requirements, cited editions and technical evidence for their effect on current recognition. The holder is informed of required updates and any transition date; a significant safety issue may require earlier action. A standard's publication or withdrawal alone is not silently converted into an unrecorded decision on a holder's Award.
Material programme revisions have a version, publication date, effective date and transition conditions. Routine clarification does not alter an existing scope without a documented decision.
