Basis of governance

Governance defines the authority to act for the Institute, approve its work and oversee the use of its resources. The governing instrument and valid delegations determine those powers. A technical role does not, by itself, confer authority to bind the Institute.

Governing responsibilities

The governing body is responsible for institutional direction, oversight of resources and accountability. Its public record identifies the body's composition, remit and appointment basis. The legal form determines the names and powers of the bodies concerned.

Delegation and decision making

Delegated authority must specify the subject, limits and reporting obligation. Decisions are recorded with their basis and effective date. Responsibilities for technical review, financial approval and the issue of results are assigned expressly rather than inferred from a job title.

Appointments and terms

Appointment records establish a person's role, authority and term. Changes in office are reflected in current public information without rewriting authorship or responsibility for earlier work. Participation in a project is distinguished from an institutional appointment.

Technical oversight

Technical oversight concerns the suitability of work programmes, the competence needed for a task and the review of technical outputs. Programme decisions must follow the applicable rules, including any separation required between evaluation, review and decision.

Technical Council

Interests and impartiality

Persons taking part in a decision must disclose relevant interests. The response may include restricted access, recusal, a different reviewer or a decision not to undertake the work. The measure must address the actual risk.

Impartiality and conflicts of interest

Governing documents

The applicable governing documents are those approved through the Institute's valid authority. Their reference, approval date, scope and current status identify which text applies. Superseded material is retained only where its historical use can be understood.

Reports and accounts

Accountability

Questions about governance should identify the decision, role or document concerned. Concerns about service conduct and challenges to an assessment decision follow separate procedures.
