Research context

A radio product is a controlled combination of hardware, antennas, software and enabled operating modes. The same enclosure can support materially different radio configurations. Research into the relevant standards therefore starts with what the product can transmit, receive and change during use.

ETSI EN 300 328 V2.2.2 concerns wideband data equipment in the 2.4 GHz band. Its scope concerns spectrum access; it is one element of a wider radio equipment assessment. Its structure distinguishes equipment and operating characteristics that affect which technical requirements and methods are relevant. Official ETSI publication

Describe the radio configuration in a matrix

For every radio technology offered, identify the band, operating modes, channel settings, antenna options, power settings and simultaneous-transmission combinations. Keep the software version and regional configuration with that matrix.

A statement such as “Wi-Fi and Bluetooth included” leaves too much unresolved. It does not tell a reader which modes can be enabled, which antenna is fitted or whether the host software changes parameters after installation. Product variants should remain distinguishable even if their marketing name is shared.

Configuration dimension Evidence to retain Reason for retaining it
Radio implementation Chip or module identity, board revision and integration drawing Connect the supplied hardware with the assessed object
Antenna system Antenna specification, connection, placement and options Identify the radiating configuration represented by the evidence
Software Firmware, driver, regional settings and update controls Establish which operating modes and parameters can be enabled
Host integration Power supply, enclosure, interfaces and co-located transmitters Explain changes between a module assessment and the finished product
Test configuration Test software, modes and parameter settings Show how measurements relate to normal product operation
Variants Controlled list of differences State which configurations the coverage argument includes

The matrix is also a useful change-control record. A new antenna, software release or regional setting can then be checked against a known baseline.

Keep the legal questions separate

The RED framework addresses safety and health, EMC and spectrum use. Additional requirements depend on the categories and functions concerned. The legal scope should be determined before a collection of reports is treated as complete. Commission RED overview

At the research date, the Commission records the application of Delegated Regulation (EU) 2022/30 from August 2025 and a repeal effective from 11 December 2027 under Delegated Regulation (EU) 2026/339. A product plan spanning those dates needs a time-specific assessment of its obligations. A future repeal is not an exemption for equipment placed on the market before it takes effect. The Commission's 2026 RED guide is a useful interpretative source; the legal acts remain the legal basis. Commission account of the transition · RED guide, July 2026

Use a module report as scoped evidence

A module report can provide valuable evidence. Its usefulness depends on the relationship between the assessed module and the integration supplied to users.

Start by identifying the report's specimen and conditions. Then list every relevant difference introduced by the host: antenna, placement, enclosure, power arrangement, software control, additional transmitters and external connections. For each difference, document whether it affects a conclusion and what supports that judgement.

This avoids two weak approaches. One is to discard all module evidence and repeat work without examining relevance. The other is to extend a module result to an entire host without analysing the changes. A disciplined review records what can be carried forward and why.

Explain representative test modes

A test mode should make the relevant radio behaviour observable while representing the characteristics of the supplied product. The file should say how its settings relate to production software and what prevents unsupported settings from being enabled by users, installers or updates.

For a multi-radio product, a test plan should explain the combinations examined and the basis for excluding others. “Only one radio tested” and “all possible modes tested” are both incomplete descriptions without the configuration and selection rationale.

The same discipline applies to receiver behaviour and medium-access functions. Record the implemented characteristics and the basis for the applicable requirements. An output-power result alone cannot describe the full spectrum-access evidence.

Separate cybersecurity from radio measurements

Radio measurements and cybersecurity evidence answer different questions. A spectrum test can show behaviour under defined radio conditions. It does not demonstrate that authentication, update handling, sensitive data or network protection have been evaluated.

A useful connected-function record identifies the assets, external interfaces, trust boundaries and functions that matter to the legal assessment. It connects those functions with the relevant product category and implementation. A generic statement that a device is “encrypted” does not establish the scope of an evaluation.

For a product containing a companion application and a cloud service, state which parts are within the assessment boundary and which dependencies are assumed. If a service changes independently of the hardware, retain a record of the service version or interface behaviour relevant to the conclusion.

Review software changes by effect

A firmware change can alter radio parameters without changing a hardware identifier. It can also change authentication, update processes or data handling without altering spectrum behaviour. Use a change-impact record with separate technical lines rather than a single question asking whether the release is “compliance relevant”.

Change Questions for the review
Added channel or radio mode Is the mode within the recorded band, configuration and assessment coverage?
New antenna option Does the existing evidence represent the new radiating arrangement?
Different power-control behaviour Which earlier spectrum conclusions rely on the previous settings?
Added internet function Does it change the relevant legal category, data or network functions?
Revised update mechanism Which assumptions about installed software and change control remain valid?

Research conclusion

The product configuration is the bridge between standards, reports and the finished radio equipment. Maintain that bridge through production and updates. An orderly evidence file makes clear what each report answers, which operating modes it represents and which conclusions depend on additional analysis.
