Research context

EN 13162:2012+A1:2015 addresses factory-made mineral-wool products for thermal insulation of buildings. The official BSI adoption record distinguishes the product scope from the performance of systems incorporating it. It also separates in-situ insulation and insulation for equipment or industrial installations. Official adoption record

This boundary is central to evidence use. A board can form part of a wall, roof or other assembly while its product evidence remains limited to the product and characteristics assessed.

Confirm the product identity

Record material type, form, dimensions, facings or coatings and product variants. Reconcile that specification with the declaration and supporting evidence. A general description such as “mineral wool insulation” is insufficient to connect a supplied item to a particular assessment.

Then confirm the intended use. A product standard for a building insulation product should not be extended to another application simply because the material appears similar.

Compare characteristics on a compatible basis

A declared characteristic needs its quantity, class or level, assessment basis and relevant conditions. The project requirement must be expressed in a way that can be compared with that information.

Characteristic question Evidence context to retain
What is declared? The quantity, class or characteristic and product variant
How was it established? The applicable assessment method and evidence
Under what conditions? Relevant specimen, conditioning, orientation or mounting details
What does the application require? The design or regulatory requirement for the intended use
Is the comparison valid? Any difference between product evidence and application conditions

This process helps avoid comparing values with different meanings or treating an undeclared characteristic as a demonstrated performance result.

Review the assembly separately

A facing, fixing, substrate or adjacent layer can change the system question. Identify which conclusion belongs to the insulation product and which requires assembly-level evidence.

For example, a hypothetical substitution of a faced board for an unfaced one should be examined against the characteristics and installation assumptions affected. A matching nominal thickness alone cannot establish equivalence in every relevant respect.

The same logic applies to a product used outside the range or conditions represented by a report. Record the technical basis for an extension; do not infer one from a photograph or common material description.

Maintain the declared product through production

Product identity needs continuity beyond the tested specimen. Production specifications, material controls and relevant process records connect supplied articles with the assessed product type. A change review should state whether the declaration or supporting evidence needs revision.

The appropriate assessment tasks and third-party roles depend on the applicable framework and product. They should be identified from the relevant specification and legal measures.

Read the CPR transition at product level

The Commission explains that CPR-2011 and CPR-2024 coexist while product families move to the newer framework. A general application date does not establish that this product's technical specification has already migrated. Commission transition explanation

Keep the exact specification, legal citation and declaration basis together. The Commission distinguishes the earlier declaration of performance from the newer declaration of performance and conformity. Declaration guidance
