Research context

A construction product should be read through its intended use and declared characteristics. The assessment question is more specific than whether a product is “approved for buildings”. It concerns a defined product, assessed characteristics and the conditions in which the information is used.

The CPR framework establishes a common technical language for product performance. The Commission explains that a covered product's performance is assessed and declared through the relevant harmonised framework. This differs from treating all standards as optional engineering guidance. Commission CPR overview · Harmonised technical specifications

Begin with the product and intended use

Identify the product family, material, form, dimensions, facing or coating, manufacturing arrangement and intended use. A board, a composite panel and an installed assembly can be closely related while requiring different evidence.

Then identify the applicable technical specification or assessment route. Record the actual edition and the legal relationship. Similar product names are insufficient where the standard's scope distinguishes material type, manufacturing method or end-use setting.

For a product used within a wider system, state which performance information belongs to the component and which belongs to the completed assembly. A component declaration should not be silently extended to an entire façade, wall or roof system.

Mineral wool shows why scope matters

EN 13162:2012+A1:2015 concerns factory-made mineral-wool products for thermal insulation of buildings. The BSI catalogue identifies this European text through its national adoption and distinguishes it from in-situ insulation and insulation for building equipment or industrial installations. It also explains that the performance of systems incorporating the products is outside the product standard's scope. Official adoption and scope record

The practical implication is that a mineral-wool description alone cannot settle applicability. Product form, manufacture and intended application need to match the scope. A system incorporating a board may require additional evidence about the way the board interacts with facings, fixings, substrates or other layers.

Read declarations as structured information

A declaration should be connected to a product type and a defined technical basis. The reader needs to reconcile the product supplied, the declaration and the assessment evidence.

Evidence element Question for the reader
Product-type identity Does the identifier describe the material, construction and variants supplied?
Intended use Is the proposed application within the declared use and technical scope?
Technical specification Is the exact edition and applicable legal framework identified?
Declared characteristics Which characteristics are declared, in what form and with what conditions?
Assessment evidence Which reports, calculations or assessments support the declared values or classes?
Production control How does ongoing production maintain the defined product and characteristics?
Installation information Which details must be followed to use the declared information correctly?

A declared value and an application's required level are different pieces of information. The project must compare them on a compatible basis. A product can have a valid declaration while remaining unsuitable for a particular application or installation arrangement.

Keep measurement conditions with the result

Performance information becomes difficult to compare when the test object and conditions are omitted. Record the specimen construction, relevant conditioning, test orientation, mounting, fixing and reporting basis, as applicable to the characteristic.

For thermal information, the comparison should identify the quantity being declared and the basis on which it was determined. For mechanical information, the product direction and condition may matter. For fire information, a classification should remain connected to its supporting evidence and field of application.

This study does not assign numerical limits. Its purpose is to make sure that a value, class or conclusion is not detached from the object and conditions that give it meaning.

Product evidence and system evidence need a bridge

Consider a hypothetical faced insulation board used in a multi-layer wall. The board's product evidence and the wall's application evidence answer related questions at different boundaries.

A review should identify what changes when the facing, thickness, density, fixing pattern, substrate or adjacent layer changes. It should then locate the evidence that supports the intended arrangement. The fact that one constituent has favourable performance cannot establish the behaviour of every combination.

Proposed change Review question
Added facing or coating Which declared characteristics or assessment conditions depend on the original surface?
Different thickness or product variant Does the evidence and declared range include the proposed variant?
Different fixing or substrate Is the proposed installation represented by the relevant assessment?
New application in an assembly Which characteristics are assessed at product level and which at system level?
Changed production arrangement How is consistency with the declared product type maintained?

Apply the CPR transition by product family

The Commission describes coexistence between the 2011 and 2024 CPR frameworks. Product families move to the newer framework through their applicable specifications and legal measures. The main application date of Regulation (EU) 2024/3110 therefore does not justify relabelling every existing product record as governed by a new performance standard. Commission transition explanation

Keep the framework, specification, citation, transitional provision and relevant dates together. The Commission also distinguishes the Declaration of Performance under the earlier framework from the Declaration of Performance and Conformity under the newer one. The record should use the form appropriate to its actual route. Declarations and assessment systems

Do not infer that a new legal instrument has already produced a new product standard, or that every product family changes on one date. Read the measures applicable to the product concerned.

Use declared performance in a purchasing decision

A clear specification identifies the application, required characteristics, acceptable assessment basis and necessary supporting information. The supplier's response can then be checked against those requirements without substituting brand reputation or a generic certificate for the technical comparison.

The resulting decision should state what was compared, which product and use it concerns, and any conditions that remain with the designer, installer or other responsible party. This creates an evidence trail from the product declaration to the actual application.

Sources and research scope

Sources were checked on 19 October 2026. This study examines performance information, product scope and application evidence. It does not reproduce EN 13162 procedures or determine a building's compliance. Exact declarations, assessment tasks and technical comparisons require the relevant complete specification, legal measures and product-specific evidence.
