Technical remit
The Technical Council's remit concerns the quality and coherence of the Institute's technical work. Its authority is defined by its approved terms of reference, including the matters it may decide and those it refers to the governing body.
Responsibilities
Technical oversight includes reviewing proposed work, identifying the expertise required, considering overlap with existing material and overseeing review arrangements. Responsibility for a particular assessment decision remains with the function authorised under the relevant programme.
Composition
The Council's composition is identified through valid appointments. The public membership record states each person's role and relevant field. Affiliation is descriptive; it does not make an individual a national representative or confer representation rights on an employer.
Appointments and interests
Appointments require a defined role and an assessment of relevant expertise. Members disclose interests affecting the work under consideration and observe any restriction or recusal needed for a particular decision.
Review of documents and projects
The Council considers the technical basis, scope and review arrangements for work within its remit. Approval records distinguish a technical recommendation from final institutional authorisation and from the formal decision of an assessment programme.
Technical groups
Technical groups carry out defined tasks under their own terms of reference. Their work programmes identify intended outputs and reporting arrangements. The relationship between a group and the Council must be clear for each task.
Contributing expertise
Expert participation is considered against a specific need. Applicants should describe their relevant experience, intended contribution and any interests connected with the subject. An application does not constitute appointment.
