Documents covered

This procedure concerns the development of the Institute's own technical guidance. It does not constitute the procedure for adopting a European or international standard. Each work item identifies its intended document type and approval route.

Proposal and scope review

A proposal describes the practical problem, intended users, existing references and the output sought. Review considers whether the question falls within the remit, whether suitable material already exists and whether the necessary expertise can be assigned.

Establishing the work

An accepted work item records the scope, responsibilities and review arrangements. The assignment identifies authors, reviewers and any technical group involved. Interests relevant to the subject are disclosed before access to sensitive work is granted.

Drafting and technical review

The draft distinguishes requirements, explanation and recommendations. Review examines the technical basis, completeness, consistency and usability of the text. Comments and their disposition are recorded; material changes are checked before approval.

Consultation

Where consultation is part of the work, the notice identifies the draft, its status, the questions for comment and the closing time. Comments should be linked to a clause or specific passage and supported by a reason or proposed change.

Approval and publication

Approval follows the authority defined for the document. The publication record identifies the reference, edition, issue date, scope and access conditions. Publication does not imply endorsement by an external standards body or regulator.

Review and revision

A document is reviewed when its technical basis, intended use or relevant references change. A revised edition identifies its relationship to the earlier text. Withdrawal or correction is explained in the publication record so that readers can assess continued use.

Use the procedure

Work proposals and consultation comments use their dedicated routes. Questions about an existing document should include its reference and edition, with the passage concerned and the practical issue encountered.
